Description

Citizen EOR is seeking a highly skilled Sr. Supply Contracts & Procurement Specialist to join our team under our Employee Contractor (EOR Framework). This role is pivotal in managing high-value procurement cycles and complex contract negotiations to ensure operational excellence across our regional projects.

Your Impact

As a Senior Specialist, you will be the architect of our supply partnerships. You will bridge the gap between technical requirements and commercial viability, ensuring that our supply chain is resilient, compliant, and cost-effective. Your work directly influences the bottom line and the timely delivery of large-scale infrastructure and service projects across the GCC.

Responsibilities

  • End-to-End Procurement: Lead the full procurement lifecycle, from sourcing and RFX management to final award and performance evaluation.
  • Contract Lifecycle Management: Draft, negotiate, and manage complex supply contracts, ensuring all terms mitigate risk and align with regional legal standards.
  • Strategic Sourcing: Identify and vet top-tier suppliers within the GCC and international markets to build a robust vendor database.
  • Stakeholder Collaboration: Partner with engineering, legal, and finance teams to define technical specifications and budgetary constraints.
  • Compliance & Ethics: Ensure all procurement activities adhere to Citizen EOR’s internal policies and the specific regulatory requirements of the UAE.

Qualifications

  • Experience: Minimum of 7–10 years in procurement and contract management, preferably within the construction, energy, or technology sectors.
  • Education: Bachelor’s degree in Supply Chain Management, Business Administration, or Engineering. CIPS or equivalent certification is highly preferred.
  • Skills: Master-level negotiation skills and deep familiarity with FIDIC or similar international contract standards.
  • Regional Expertise: Proven experience navigating the regulatory and logistical landscape.
  • Language: Fluency in English is required; Arabic is a significant advantage.

Compensation and Benefits

  • Monthly Salary: AED 9,000 to AED 10,500 per month. (dependent on experience).
  • Compliance: Full UAE Labor Law compliance (Federal Decree-Law No. 33 of 2021).
  • Health Insurance: Comprehensive medical insurance provided.
  • Visa & Immigration: Full sponsorship, including Emirates ID and residency processing.
  • Leave: 30 days of annual leave plus UAE public holidays.
  • End of Service: Gratuity calculated as per GCC compliance standards.
