Citizen EOR operates as an international employment services and EOR provider. The following disclosures apply:
- Corporate Entity: Citizen EOR is a brand of Citizen HR Solutions FZCO, registered in Dubai, UAE.
- Nature of Service: Citizen acts as the legal employer on behalf of client companies, managing employment contracts, payroll, and visa sponsorships in compliance with local labor laws.
- Third-Party Involvement: In certain jurisdictions, Citizen may partner with authorized third-party providers for compliance, payroll execution, or immigration services.
- Financial Transactions: All payments to Citizen must be made through approved channels as mentioned on invoices or official communications.
- Conflict of Interest: Citizen employees and agents are required to disclose any potential conflicts that may impact their impartiality in performing their duties.
Changes to Disclosures: We may update our disclosures to reflect new jurisdictions, legal requirements, or service models.

3. Whistleblower Policy
Citizen EOR is committed to integrity, transparency, and ethical conduct in all business operations.
Purpose
This Whistleblower Policy provides a safe mechanism for employees, clients, and partners to report concerns about misconduct, fraud, corruption, harassment, data misuse, or violations of laws and company policies.
Reporting Channels
Reports can be made through:

- Anonymous submission via internal HR portal (available to registered users).
Protection & Confidentiality
- All reports are treated confidentially and investigated impartially.
- Retaliation or victimization of whistleblowers is strictly prohibited.
- Employees who report in good faith are protected, even if the concern turns out to be unsubstantiated.
Investigation & Outcome
Citizen’s Compliance Team will review, investigate, and document all valid concerns.
Corrective actions, including disciplinary measures, will be taken where violations are confirmed.
4. Order Form Terms
These terms apply to all service order forms executed between Citizen EOR and a Client.
- Formation: An order form constitutes a binding agreement once accepted and signed (digitally or physically) by both parties.
- Scope of Services: Defined in the order form and subject to the Platform Terms of Service.
- Payment Terms: All invoices must be settled in the specified currency and timeline. Delays beyond 15 days may incur suspension or late fees.
- Cancellation: Termination requests must be submitted in writing with 30 days’ notice unless otherwise stated.
- Adjustments: Any modification (e.g., role, salary, or jurisdiction changes) requires mutual written consent.
Refunds: Citizen EOR does not offer refunds on processed payroll, visa, or government charges unless due to administrative error.
5. Platform Terms of Service
These terms govern the use of the Citizen EOR online platform (the “Platform”).
Access and Use
- Access is limited to authorized Clients and Talent with active accounts.
- Users must maintain accurate information and protect their login credentials.
- Unauthorized access, sharing, or reverse-engineering of the Platform is strictly prohibited.
Service Availability
Citizen strives for uninterrupted access but does not guarantee continuous uptime or error-free operation. Scheduled maintenance or third-party service issues may affect access.
Data Ownership
- Clients retain ownership of their business and employee data.
- Citizen may process data to perform contractual obligations in compliance with data protection laws.
- Data may be stored in secure servers located in or outside the UAE depending on operational requirements.
Termination
Citizen may suspend or terminate Platform access if:
- Terms are violated.
- Payment obligations are not met.
- Fraudulent or abusive activity is detected.
6. Talent Terms of Service
These terms apply to all employees, contractors, or job applicants engaged through Citizen EOR.
Employment Status
Citizen EOR acts as the legal employer under the EOR model. The Talent is assigned to work with a Client company (“Workplace Employer”) but remains contractually employed by Citizen.
Obligations
- Talent must comply with both Citizen’s employment contract and the Client’s workplace policies.
- Any grievance, resignation, or transfer request must be routed through Citizen HR.
- Unauthorized disclosure of Client information is strictly prohibited.
Payroll and Benefits
Citizen ensures compliant payroll, statutory benefits, and taxation as per local laws. Any variation or deduction will be communicated transparently.
Termination
Employment may end due to contract completion, mutual agreement, or policy breach. In all cases, offboarding will follow local labor law and contractual terms.
7. Prohibited Uses and Activities
When using the Citizen EOR platform or services, you agree not to engage in:
- Misrepresentation of identity, credentials, or employment eligibility.
- Uploading false, misleading, or illegal documentation.
- Attempting to breach or bypass security controls of the Citizen system.
- Using the platform for activities related to fraud, discrimination, harassment, or exploitation.
- Sharing confidential data of clients, candidates, or Citizen employees without consent.
- Using automated bots, scraping tools, or malware.
- Violating any applicable labor, tax, or data protection laws.
Violation of these prohibitions may result in account suspension, termination, or legal action.
