1. Purpose of the Referral Program
Citizen EOR is committed to attracting high-quality talent and expanding our ecosystem through trusted networks. This Referral Program incentivizes individuals to refer qualified candidates who may join Citizen EOR as employees or be placed with our partner clients through our Employer of Record (EOR) model.
To reward successful referrals, Citizen EOR offers a monetary commission of up to 500 USD per candidate upon successful placement and onboarding.
2. Eligibility to Participate
The following individuals are eligible to participate:
- Current Citizen EOR employees (all contract types except HR, Recruitment, and Hiring Managers directly involved in the hiring cycle).
- External partners, freelancers, and members of the public who wish to refer talent to Citizen EOR.
- Former Citizen EOR employees in good standing (with no HR or legal restrictions).
Ineligible participants:
- Employees of Citizen EOR’s HR, Recruitment, and People teams.
- Immediate family members of hiring managers involved in a specific vacancy.
- Individuals with any conflict of interest in the hiring process.
3. Who Can Be Referred
Participants may refer:
- Candidates to join Citizen EOR directly (internal roles).
- Candidates to be placed with Citizen EOR clients under our global EOR model.
Referred individuals must:
- Meet the minimum requirements of the role they are referred for.
- Be legally eligible to work in the intended country of employment.
- Not already be in Citizen EOR’s active talent pipeline (past 6 months).
- Not have applied directly for the same role within the previous 6 months.
4. Referral Submission Process
To ensure accuracy and accountability:
- All referrals must be submitted through:
people@citizeneor.com (internal roles)
jobs@citizeneor.com (external client roles) - Each submission must include:
- Full name of the referred candidate
- Email and phone number
- Updated CV
- Country of residence
- Role being referred for
- Referrer’s full name and contact details
- The People Team will confirm receipt within 2–3 business days.
- A referral is registered only when the People Team acknowledges it via email.
5. Evaluation & Hiring Process
- ll applicants.
- Referral status or relationship does not guarantee employment.
- The People Team will update the referrer only on the final outcome, respecting candidate privacy and data protection regulations.
6. Referral Reward Amount
Citizen EOR offers a reward up to 500 USD per successfully placed candidate, based on the role category:
- Standard Roles: 250 USD
- Specialized Roles: 350 USD
- Critical/High-Demand Roles: 500 USD
Final reward is determined by the People Team at the time of job posting.
7. Conditions for Commission Payout
A referral reward becomes payable only when all conditions below are met:
- The referred candidate receives and accepts a formal offer from Citizen EOR or a Citizen EOR client.
- The candidate successfully completes 90 days of continuous employment.
- The candidate has no performance or disciplinary issues during the first 90 days.
- All referral submission details were accurate and submitted before the candidate applied directly.
- No other participant has claimed the same referral earlier.
In case of duplication, the earliest valid submission is considered.
8. Payment Process
- Payments are processed within 30 days after the candidate completes 90 days of employment.
- Payments are issued via:
- Bank transfer
- Wise / PayPal (for international referrals)
- Local payment method (depending on country)
- The referrer is responsible for any tax obligations applicable in their jurisdiction.
- Citizen EOR may require identity verification before releasing payment.
9. Referral Program Limitations
- There is no cap on the number of referrals a participant can submit.
- Rewards will not be issued if the candidate:
- Fails the probation period
- Leaves or is terminated before 90 days
- Has previously been employed by Citizen EOR within the past 12 months
- The program cannot be combined with any other promotional incentive.
10. Confidentiality & Data Protection
- All information shared during the referral process must remain confidential.
- Citizen EOR adheres to global and regional data protection regulations, including UAE PDPL and GDPR where applicable.
- Referrers must obtain the candidate’s consent before submitting their information.
11. Disqualification Conditions
Citizen EOR reserves the right to disqualify referrals under the following circumstances:
- Fraudulent, misleading, or incomplete submission
- Attempts to bypass or manipulate the recruitment process
- Conflict of interest or unethical behavior
- Violation of internal HR or compliance guidelines
Disqualified participants forfeit all referral incentives.
12. Program Modifications
Citizen EOR reserves the right to modify, suspend, or terminate the Referral Program at any time.
Changes will not affect referrals already submitted before the modification date.
