This document outlines the terms of service and our practices regarding candidate data collection, storage, and processing.
Part 1: Terms of Service
1. Acceptance of Terms
By accessing or using the Citizen EOR website (citizeneor.com), submitting an application, registering a candidate profile, or engaging with our HR technology platform, you agree to be bound by these Terms of Service. If you do not agree to these terms, please do not use our website or services.
2. Scope of Services
Citizen EOR provides global Employer of Record (EOR) solutions, recruitment and talent acquisition management, HR technology software access, global payroll administration, and immigration and relocation assistance. When applying for roles via Citizen EOR, you acknowledge that Citizen EOR may act as the prospective legal employer of record or facilitate employment placement on behalf of partner client entities across operating jurisdictions.
3. User Obligations & Warranties
As a candidate or user of our platform, you warrant and agree that:
- All information, credentials, career history, and documentation provided (including CVs, certificates, identity records, and legal right-to-work statuses) are authentic, accurate, and up to date.
- You will not upload or transmit false, fraudulent, or deceptive information.
- You will not attempt to compromise the integrity, security, or availability of Citizen EOR’s infrastructure or HR technology systems.
4. Compensation & Benefit Package Information
Any compensation and benefit package details presented during recruitment, offer stages, or via the portal are indicative and subject to formal contract execution in accordance with local labor laws and Citizen EOR HR Technology policies.
5. Intellectual Property
All software, proprietary frameworks, website content, logos, trade names, and operational materials are the exclusive property of Citizen EOR and HR Technology (operating under the brand name Citizen EOR). Unauthorized reproduction or distribution is strictly prohibited.
6. Limitation of Liability
Citizen EOR shall not be liable for any indirect, incidental, or consequential damages resulting from site access, application processing delays, or third-party client hiring decisions. Application submission does not guarantee job placement or employment engagement.
Part 2: Candidate Data Protection & Privacy Policy
Citizen EOR is committed to ensuring full compliance with international data privacy laws, including the UAE Federal Decree-Law No. 45 of 2021 on Personal Data Protection and applicable global privacy regulations (GDPR). This section outlines our practices regarding candidate data collection, storage, and processing.
1. Candidate Data Collection
We collect personal and professional information required to evaluate, process, and manage talent acquisition and global employment administration:
- check_circleIdentity & Personal Information: Full legal name, date of birth, nationality, residency status, passport details, legal working rights, and contact details (email address, telephone number).
- check_circleProfessional & Qualification Data: Resumes/CVs, educational history, work experience, certifications, professional memberships, portfolio submissions, and reference details.
- check_circleEmployment & Compensation Data: Target remuneration, current package structures, and compensation and benefit package records required for employment contracting.
- check_circleRelocation & Immigration Data: Passports, visa statuses, dependent details, and documents necessary to provide end-to-end relocation support for candidates relocating to operating regions (such as Dubai, UAE).
- check_circleTechnical & System Logs: Technical metadata, IP address, device identifier, and portal interaction metrics collected via security loggers and cookies.
2. Use of Candidate Data
Candidate personal data is collected and processed exclusively for lawful, legitimate operational and HR purposes:
- Assessing job applications and matching candidate profiles with appropriate roles across Citizen EOR and client organizations.
- Managing the end-to-end hiring process, interviews, reference validations, and pre-employment checks.
- Administering global HR processes, onboarding, global payroll management, and executing employment contracts.
- Facilitating visa application, work permit processing, and comprehensive relocation support for candidates currently residing outside operating territories.
- Complying with legal, statutory, labor code, and regulatory requirements in all operating jurisdictions.
3. Data Protection & Technical Security
Citizen EOR implements robust organizational and technical security measures to protect candidate data from unauthorized access, loss, misuse, or alteration:
- Encryption Protocols: All candidate data in transit and at rest within the Citizen EOR HR Technology environment is encrypted using enterprise-grade security standards.
- Strict Access Control: Access to candidate documentation is limited strictly to authorized talent acquisition teams, HR compliance officers, and assigned client hiring managers on a strict need-to-know basis.
- System Monitoring: Regular security audits, vulnerability assessments, and infrastructure checks are performed on all platform databases.
5. Candidate Data Retention
Candidate records are maintained in accordance with operational and regulatory requirements:
- Hired Candidates: Application and personal data transition to the legal employee file and are retained throughout the employment period plus statutory legal retention timelines.
- Unplaced Candidates: Application profiles are retained for up to 24 months to evaluate candidates for prospective future roles within Citizen EOR or partner client networks, after which data is securely erased or anonymized unless candidate consent is revoked prior.
6. Candidate Data Rights
Under applicable data protection legislation, candidates possess specific rights regarding their personal data, including the right to request access, request correction of inaccurate records, request data erasure (right to be forgotten), restrict processing, or withdraw consent at any time.
